Law and Order now have free bruilding area control - Creative Corner - Funcom Forums

I have added an object that can be given to players in a server using the Law and Order so a limited area is free to build in a "first come first served manner. If they build in the outermost limit, two players can have a small base in one FBA. That also deppends on the size of the claim in the server.
